-The Cap and Trade will allow a government rep to enter and inspect your home (an “energy audit”) to meet new national building codes prior to selling. After inspection, you will be penalized for not meeting up to the standards of the new energy rating assessment. Any repairs are AT YOUR COST, and must be completed prior to putting your home on the market. Disturbing.
