Russia accuses West of inciting opposition

UNITED NATIONS (AP) — International envoy Kofi Annan has called on the U.N. Security Council to delay Wednesday afternoon’s scheduled vote on a new resolution on Syria in a last-minute effort to get Western nations and Russia to reach agreement on its wording.
