5:12 p.m. update: Reno Fire Chief Michael Hernandez said at a 5 p.m. press conference the fire was reported at noon. Because of the high wind conditions, it spread quickly, and is now about 3,000 acres and zero containment.
There are 233 firefighters on the ground.
About 4,000 people have been evacuated and 1,000 structures impacted and saved.

The power outage in San Diego has created massive gridlock across the city as rush-hour commuters struggle with traffic lights that have been knocked out of service, police said Thursday afternoon.
