Why isn’t there more coverage on this, why aren’t people outraged, and why was the fine so ridiculously low?

The “engineer” took the 5th amendment.
The $25,000 fine is a drop in the bucket.
The FCC wanted Google to turn over the data collected to the government.  Google wanted to destroy the data, but couldn’t get permission from the government to destroy it.

This is not an acceptable “conclusion” to the “mistake”.
