The heads of the US and UK central banks have described as “fraud” the manipulation by Barclays of the international lending rate, Libor.

The US Federal Reserve chairman, Ben Bernanke, said the process for setting the rate was “structurally flawed” and that he could not guarantee its reliability.

AAA report: Gas prices top $3.80 a gallon

The national average price for a gallon of gasoline rose above the $3.80 mark Monday, resuming the advance that has plagued drivers throughout the winter.

Gas pump prices across the country rose to within a dime of $4 a gallon Friday, as weather-related refinery outages tightened supplies and pushed prices up.
